How to edit an .aspx page

We have a new website and one of the pages when opened in a browser is like a form, and the boxes are not lined up correctly and the page is dark.
Is there a program that I could open up the page and edit it, such as lining up the boxes and making the page brighter? We have Visual Studio 2015 and when I open the page up in design view, I can align the boxes but when I save it, it doesn't keep the changes.

Shaun, I'll be honest, I don't know much at all about this. We are just trying to make some changes to these pages without involving our Web Developer, as they take a long time to respond to our requests. I actually made a change to the brightness of the page that was dark, using Visual Studio Code program, but I would like to be able to make changes using some kind of WYSIWYG type of interface, since I don't know code.
As Shaun stated, more than likely the layout is being controlled by the CSS, and while you really don't have to know code, you can do some hacks.  Just make sure you have backups of every page you want to work on.

There are a few WYSIWYG CSS editors out there, some better than others, you could try loading the page into Style Master, though I am not sure it will embed any page controls correctly.  Stylizer is another useful tool that might work for you, though it might not be user friendly enough.
