Visual Studio Quickest Compile Settings

I have a visual studio 2015 website and every time I run it, it recompiles, even if I haven't made any changes, which is making it tediously slow to get any work done.


On Website Property Pages:
Before running startup page:
Build Web Site

Build Solution action:
X - Build website as part of solution.

But I've had these settings for years and this hasn't been a problem in the past. I want to make sure all changes get compiled before testing.

Suggestions on best settings to keep it moving along, but yet compile changes?
