What "transcribe wav file to text" locally installed (non-cloud) software recommendations do you have since I have about 10 .WAV files I want to save as text in notepad/etc and do not want to spend over $50 for everything ?

Mechanical Turk can do this extremely cheap, but it's necessary to send it out to multiple "clients" and compare the results as transcription is subjective and what an American English speaker said may not be what a Pakistani transcriber hears.

I'm with Dr. Klahn, either Mechanical Turk or Fiverr.

Both are cheap.

You can use local based software + you'll have to train locally installed software, which generally takes a good bit of time.

Where "train" means speaking many canned sentences into the software to teach it to recognized how your speak.
