Outlook office 365
One user is having some emails in his outbox the same emails he already sent how can this be possible
There was no network issues or anything

Hmm, are you certain they were sent? Is it possible user was working offline or clicked the send button twice?
check outlook rules or transport rules or group memberships.

No user was not working offline but what do u mean by click send button twice

What it has to with rules?
Well I provide support for a company.
I belong to the "support@company.com" distribution group.
So if I sent emails to support@company.com I get them into my mailbox (on the inbox)
Another way is the Outlook rules:

You can set rules to get duplicates.
As well as the transport rules

You'd need to find out where the problem is.
