Stuck in Reboot loop -after Symantec Encryption (PGP screen)
I have Symantec Encryption Desktop on my computer. When I login at the PGP screen, it accepts my password or PGP passphrase and begins the startup. But after a minute of seeing the "Starting Windows" screen with the Windows logo, it seems to get stuck in a loop and reboots the computer, taking me right back to the PGP screen again. I feel like an update was pushed through recently that is causing this. How can this be fixed?

I am on Windows 7. It was upgraded about 4 years ago and this is the first time I am seeing this issue. They just recently rolled out some updates, so I feel like that affected it somehow.....
I ran symantec encryption on win7 myself. Since win7 does no OS upgrades like win10, it shouldn't be a problem.
I advise you to contact Symantec support.

They ended up reimaging a new computer for me. Told me the hard drive was corrupted...

Please note, Adam and mak345, that Symantec encryption will not let you encrypt boot partition or recovery partition, thus, this cannot possibly be the problem/solution.
If windows 10 is in use (is it?), it will try to upgrade the OS twice a year automatically. Before such an upgrade, Symantec's encryption needs to be either decrypted, or windows upgrade setup will need to be started from the command line, see https://support.symantec.com/en_US/article.HOWTO125876.html
For now, it could be that you will have to resort to your latest OS backup.
