Exchange 2010 to 2016 Migration
We recently migrated from exchange 2010 to exchange 2016 and all went well, but now when user connect their outlook to exchange server it require them connected to internet and without internet it doesn't work, it shows exchange is not online, whereas the exchange is inhouse and should work on LAN not through internet.
Did we miss some config step or not done properly? please advise.

did you pointed mail.domain.com and autodiscover.domain.com to exchange 2016 internal IP with internal AD DNS server?
Check your firewall nating It should route mail.domain.com and autodiscover.domain.com to exchange 2016 internal as suggested by @ Mahesh.
Also check if you have configured all virtual directories according to your certificate.

Specially get-clientaccessserver | fl *uri*
It should point to your third party cert i.e. mail.domain.com

Also check connection status in outlook and test-emailautoconfiguratio n in outlook when its not connecting.
Try to browse the autodiscover URI on the client machine and see if you get the expected page (600)

It seems your SCP settings are incorrect. I advise you to check SCP setting. As SCP is used by Outlook client to connect internally. Read this:
