We are a non-profit that uses G Suite (Gmail, Google Calendar, etc...). I've received a request from HR to download a copy of an employee's emails and chats. Easy to do for your own account. G Suite only allows delegated access to another user's mailbox so you can't download a copy of their data. Any suggestions other than Google Vault (or resetting the user's password to access their account)? We would have to pay for this service and as I said, we're a non-profit.
