Outlook.com webmail access denied when attempting to view or download any attachments.

Windows 10 computer using Edge to view webmail (Outlook.com) today can no longer download any attachments, or view any files.  The error is Access denied.  Installed Chrome and logged in for first time (on Chrome) and same issue.  I can find no news of MS mail server problems today, so I am doing the usual DISM and windows updates.  If those fail to resolve the issue, has anyone seen this problem before?

This error could occur if you have a non-Microsoft email address as the primary email address on your account.

To resolve this issue, set your Microsoft email address as the primary email address:

Sign in to the Microsoft account website.

Select Your info.

Select Manage your sign-in email or phone number.

Select Make primary next to the alias you want as your primary. The alias has to be a Microsoft email address, such as an email account that ends @outlook.com or @hotmail.com or @live.com.

Already looked at those items.  It is a MS e-mail (Outlook.com), and it is the only e-mail (And it does show as Primary).

Microsoft never responded to request for help on this problem.  The issue is still on going.  However, the client has purchased Office 2019 and using Outlook now.  No issues in Outlook.  FYI, the problem occurs on any computer at any location using the webmail on any browser.
