Keeping Java.policy and java.security settings with a Java upgrade

How do I configure jre in a Windows environment to carry forward the Java properties files (java.policy, java.secuity, the exception list) when I upgrade Java?
My old Java directory was: C:\Program Files (x86)\Java\jre1.8.0_71\lib \security
My new Java directory is: C:\Program Files (x86)\Java\jre1.8.0_161\li b\security
Is there an upgrade flag or setting that does this automatically. For one PC its manageable but for many its a problem.
