Outlook 2016 using Office 365. For one user, items continue to go to junk mail, even after logging into the web client and turning off junk filtering for that user. I have tried turning it back on and off and it still sends messages to junk mail. We use Barracuda and do not wish to use the junk mail feature in Outlook.
This is the client-side junk filtering though. You have a server-side configuration that works independently from the Junk Email filtering settings shown above. To adjust those, you need to edit the default filtering policies or configure new ones with relaxed settings. You cannot completely disable filtering even with the most relaxed settings, so you might consider adding a transport rule to bypass filtering on top of that.
