Granting "Send As" access returns "Active Directory operation failed on server.domain.com

Hello,

I'm using EAC to modify a mailbox permissions.  I'm adding a user granting "Send As" permissions to a mailbox.  When attempting to save, the following error is returned:

Active
 Directory operation failed on FODC03.fresnooxygen.pri. This error is
not retriable. Additional information: Access is denied.
Active directory response: 00000005: SecErr: DSID-031521D0, problem 4003
 (INSUFF_ACCESS_RIGHTS), data 0
 
 
 




On a possibly related note, I normally simply add the additional account within the user's Outlook profile. This was the additional mailbox is listed, and the user can see the Inbox and other folders, and also send email from within that folder.

In this case, user is not able to send email via the additional account.  Doing so returns an error indicating he does not have access to Send As.

Any suggestions would be welcome.
