2 different emails but the subject lines are swapped
so here is an odd situation today, we use O365 and ceo got 2 emails but the subject line somehow swapped but the email content remains the same
as an example
Email 1 > msn news > Subject is > latest news headline
Email 2 > cnn news > subject is > electrical insight
but Email 2 has Latest news headline and Email 1 has electrical insight, he is asking for an explanation and this one puzzles me
any ideas?

This is common form of spam. Same content different subject line. Makes you think they are different topics but they really aren't.
Note: If there was a bug like this in O365 you would hear about the problem briefly + then the problem would be fixed.
The SMTP protocol makes a bug like this near impossible. This type of bug has never occurred on any mail system, because each SMTP transaction is atomic. There's no real way for one message to effect another.
This suggests that the originating email was munged by whoever sent the email.
Nothing your can really do about this, unless you own the system generating the problem email. If you do, then you're debugging will occur on the mail sending side, rather than the O365 side.

so i did a message trace and the emails and subject line was delivered correctly, he is using a iphone with the default iphone mail application, doing a full message trace now trying to figure out
Check the RAW SOURCE of the email .. it may also be the case that the email has Plain Text, RTF and HTML versions and simply different email clients are rendering different versions .. the FROM email can also be "interpreted" differently in certain email clients which can use an in-built address book or previous recipients to translate the email address to a name.
