Time Machine couldn't complete backup to "[Name] Time Machine"

With 2 Macs (Mojave), I am unable to continue Time Machine backups. I have to erase drive to continue.

Seems in the past with earlier OSX versions I could rely on Time Machine to delete older files and continue with backup.

Why not now? Can I automate the erase/restart backup procedures?

Forgot to add Mac HD is 769GB - Time Machine is 1 TB

You need a larger Time machine Disk.  1TB is not really enough now.  Deleting older files is will not make space if the older files have not changed since.  You'll just be deleting links and not freeing up space.  You would only free up space when an older file no longer exists in the new version or has been changed since the new version.
