Get-ThrottlingPolicy | Set-ThrottlingPolicy –EASMaxDevices <number>

will let you increase the number if you need to.

Is it same cmd for Exchnge 2007?

No. And after checking it looks like the 10 device limit was created in exchange 2010. 2007 has no limit, apparently.
