"Naming information cannot be located for the following reason : The server is not operational."

Greetings!
My name is Riyan.

I am facing an issue related to Active Directory. Whenever i open Active Directory, it says "Naming information cannot be located for the following reason : The server is not operational."
Kindly help me fix this issue, as i am unable to make changes in our users directory, and i need to reset few of the passwords and need to add more accounts for new employees.

Operating System : Windows Server 2012 R2, Physical server ( not virtual )

Try to ping and check and see what you get. if you are not getting anything. Set DNS server IPs correctly.

i did and it says
""ping request could not find host 'ourdomain'. please check the name and try again""
Check your DNS settings, is the PC pointing to the DNS server on the Domain Controller?

Can you open DNS console and view your records in 'ourdomain'?

Please try to assign 127.0.0.1 as preferred DNS  and try.
i have tried assigning 127.0.0.1 as preferred DNS, still the same.. i thought NETLOGON service was stopped or not running, however i checked the same and its running as well..let me check the DNS records once
Ensure DNS service is running on the server.
yes..dns service is running... dns has no issues.. i have checked it..
i did see that.. however tcp/ip filtering option is no longer in network settings i believe...
Check Windows Firewall settings on the server (and on the PC) to ensure unrestricted access to services on the server.
for some reason firewall is off.. shall i turn it on again??
It is ok to be off, esp for this server. DCs will require a lot of ports open anyway, so leave it as it is.

How many network card does this server have and configured? Usually it should just have one network connection configured, multiple connections can cause connection issues.

BTW, can you access the AD tools from the DC itself or have you tried it from a workstation with the RSAT tools installed?
sorry for the late reply... i was working on another site.. yes the firewall is off and i didn't change any setting..
there are 4 network cards, however i am using only 1 as of now.. previously, what i did was, i used about 3 network cards and configured static IP for them... later i was setting up all the cables in the server room and since then using only 1 network card..
