I have done that several times and searched a lot - there are ONLY paid solutions, that is correct.
You could of course resend all mails from the folders to itself, but that is rather a cumbersome workaround.

Ok, guys, if he has enough licenses for outlook, (or uses a test license :-) that will work out, correct.

I have tried the Export to Exchange and yes I suppose that should work but it comes up with no default mail client yet outlook is installed as default, only thing I can think of is that I am using outlook 2016 64bit would that be an issue

Yes. You need to install Outlook 2010 (32 bit).
64 bit could be an issue, yes.
