How to determine which device is blocking web traffic

We run several protections on our web traffic, Firewall, IPS, web filter, how can I determine what is blocking a website? I've looked in all devices and cannot find anything being blocked for this one specific site, so I am assuming it's a secondary resource being blocked? I can load it just fine on my phone?

what web content filter do you have? it usually tells you if something is being blocked. Also, by blocking.. do you mean the page times out or do you really get a message saying that the connection was blocked? Is your phone on the same network as the computers? if so the site is not being blocked.

We have a IPS solution as well as a web filter, we don't get the blocked message, the page just fails to load an applet for streaming video. I'm thinking there is a hard ip block somewhere since I don't see a message

Is this a Flash video?  Flash is often blocked for various reasons.

I checked, doesn't look like it's using Flash, looks like it is using something from a company called sliq
