Why does Chrome Skin Color keep changing?

I have a user whose computer all of a sudden has both IE and Chrome blinking every time they use the program

You will be in chrome (Mostly Used) and the Screen Skin surrounding the program begins blinking like there is some sort of script or malware running in the Back Ground

I have Scanned the PC for that and found nothing, I deleted all Extensions rebooted computer and still flashes different colors like the color scheme is changing on it's own

How can I stop this????

Reset Chrome to default.....Uninstalled Deleted Chrome folders Rebooted then reinstalled fresh.....Still does the same thing??????

try a system restore to a date it was OK

system restore did not work

that does not tell me anything
so plse - answer this : was the restore completed successfully? or were there errro messages?
or did it not run at all ?

We ran a system restore to before the Event

I even opened incognito and still the blinking

I checked for any malware viruses and found nothing I have uninstalled Chrome Deleted the Folders

rebooted and then reinstalled Chrome but same thing happeneds

I will try with fresh profile and test
