How does transmit power control enable the client and the access point to communicate with less power? It is because it reduces the cell sizes?

No, the principle is more altruistic.

For example if you and your neighbor are using the same channel for your WiFi reducing power on your side means that there won't be cross contamination of signal from your neighbor, so you both benefit from less interference and run at lower power.  If they have TPC on their acceess point you benefit in the same way.

So, counter-intuitively, reducing the broadcast power results in better bandwidth.

This is not clear to me, so I will have to perform some indecent  research on my own.
