Need an upgrade to Windows 10

I have Windows 7 running on Parallels, but decided that the time has come to upgrade to Windows 10.

Is windows 10 Professional the right choice for me? I am a developer and need Windows 10 so that I can dig into Azure development.

Is Windows 10 the right choice?

Can I get an update somewhere? The prices seem to be pretty low, compared to the prices of years ago. So, I wonder if they even bother offering discounts any longer.

win10 is pretty cheap already so not much chance for discounts.  if you are a developer and will need things like domains and gpo then pro will be the best option.  Also Azure dev pro will have some features you will need.

I thought so. Also, I have no use for anything on my Windows VM and want to blow it away. What sequence so you suggest?

I am thinking:
1) Upgrade Parallels to version 14
2) See if Parallels lets me delete the old VM (is there such a feature? Or, do I simply delete the file called Windows 7 (1).pvm?
3) Download Windows 10 Pro to my Mac Desktop
4) create the Windows VM w/ Parallels
5) Install Windows 10 from the new VM

Is the correct order?

yes that order looks good.  
you can just delete the vm from parallels desktop.  that will delete the file as well.

Also you can download the vm directly from parallels.  then you just buy a license and type in the license key by clicking activate.

I would get Windows 10 and build a new VM so as to keep your Windows 7 machine when it might be needed. I have a Windows 7 guest machine here.
