Case When Syntax

I using the following case when statement and receive a parsing error.

And [ALJ Appeal Lifecycle Star].[Decision Letter Mailed Date].[Decision Letter Mailed Date] Between 2019-10-01 and 2019-12-09
Then
[ALJ Appeal Lifecycle Star].[ALJ Appeal Lifecycle FACT].[ALJ Child Appeal Count] = 0
Else
