C#- Detecting/converting coding format to µ-law (u-law) on a .WAV file

This question is a two parter. First of all, using C#, is there a way to check the specific encoding information on a .WAV file? I know I am able to check things like the sampling rate, number of channels, etc. But I want to be able to detect if the .WAV file uses either µ-law (u-law), PCM, or any other formats I'm not aware of.

If the .WAV file turns out to be something other than µ-law, how do I convert the .WAV file into µ-law using C#?
