Excel Count Number of Instances and Return Highest

I am trying to take the attached sample file and go through the 'Rating' column and count the number of instances of 'A', 'S', and 'NI'. I need it to count the number of times it sees each one and then return in cell B2 which one had the most instances.

For example in this column 'A' occurred most often so it would return 'A'

Why do these cells contain more than one instance of the ratings?

See attached using combination of LEN and SUBSTITUTE to determine number of occurrences in each cell.
