Office 365 SharePoint site creation

I tuned off the feature to allow users to create SharePoint sites in Office 365. I want a small number of people to be able to create sharepoint sites without giving them full sharepoint admin permissions. Is this possible?

I might create a site request space and trigger the creation from a process polling any approved requests. Easy to manage permissions and MS Flow might do the job.

However Microsoft are very adamant at the moment that such gateways trash user adoption. I'm on the fence about this.
It's possible. Create a site, add the user to the site's Owner group and they'll be able to create sub-sites to their hearts' content.
This is a good point. Are we talking subsites or O365 Groups? Self service site creation normally relates to O365 Groups.

I am already controlling O365 group creation through a security group. The issue here is when users click on the SharePoint icon when they are brought to the landing page they can create SharePoint sites. I'd like to control this via a security group if possible
