How to discover rugo machines?

I want to make network discovery in all private IP ranges Which the best method.
1.Which ranges should be scanned and the block size?
Which the best tool to conduct this duty?
I have nessus pro
Nmap
The tool should be rapid and no more noise or traffic in enterprise network.

I like Angry IP Scanner.  However,

a) Most antiviruses identify it as a Potentially Unwanted Program.
b) If the hosts do not respond to ping, or the routers block ping, it won't work
c) Scanning the 10.0.0.0 block might take a day or two.

How can I address if it is rogue or not?
"Best" is mostly a matter of opinion.  There is no universal "best" tool for anything.  What is best for one person will be disliked by another.  Try several and see which one you like.  That one is best for you.

As to how to decide whether a particular device is "rogue" ... there are indications, some positive, some negative.  For example, if you buy only Dell computers the presence of a non-Dell MAC on the network may create interest.  But at the end of the day the only reliable way to do exonerate or condemn is to hunt the device down physically and decide whether it belongs there or not.
