How to upgrade to Windows 10 from a command prompt?
Install a Windows 10 update from a command prompt, or how to upgrade to Windows 10 from a command prompt?
Dell Latitude 7490
OS: Windows 10 version 1803, I believe
Challenge: The system would not allow the user to log into Windows 10 desk after installing Dell Command Update
Things already done: Let Windows 10 repair itself
Enter the advance boot menu and try to enter Safe Mode: Unsuccessful
Confirm that ACHI is enabled in the BIOS
Ran a hardware diagnostic test: Which passed
The restore of Windows 10 failed with the option to keep the files.
SFC from the command prompt did not work
Propose: Decrypt the SSD which is encrypted with Symantec Endpoint Encryption ( not sure of the version) then sysprep the OS and let it run again
Next propose: Execute a DISM command from the command prompt
Any ideas?

Try the following long shot (because the system is not running properly). Windows 10 Repair Install and start by Keep Everything.

Windows 10 is running, so click on the Download button (not Upgrade Button, select Save.
Create a USB Windows Installation key and then run Setup on the USB Key.
This will launch the Repair and proceed normally.

Also see if Dell has a bootable USB Diagnostic key. If so, start with that and see if you can run DISM. If the system will not start, DISM may not run.
