All external emails were going to one users email in exchange from spam filter

We had our external  emails coming into our exchange system going  to one users email because someone deleted a policy for our spam filter. So my question is, is there a way to take the emails from that users mailbox without forwarding them and send them to all of the users correct inbox so that they see them as emails that should be in their inboxes?
Not sure if there is a way to do this via exchange or does it have to be done by taking control of each users mailbox and then put their emails back into the inbox?

You can track the message from the Exchange specifying the recipient parameter and pickup the domain   list from there to create a new rule
