MS Server 2016 stuck at "Downloading updates 0%" and never completes

I have a new ISO downloaded from our Microsoft licensing account and created a vanilla MS Server 2016 system with proven access to internet / no other software at all installed. I am getting what many others see "Downloading updates 0%". I have tried removing softwaredistribution folder, downloaded cumulative update manually, tried joining to domain and using WSUS instead of internet, ensured FW is off, disabled Windows Defender in local group policy, not using proxy in domain or IE, not a RTM version, i've tried everything i can find on the internet - the server goes days nothing but stuck at this status and installs no updates.

An update shows briefly for 1sec, and then immediately goes to "Downloading updates 0%".

This is not a new problem on the internet. What is goin on - what is the fix for this for Windows 2016? (all other systems on my network work with WSUS)  Installed updates manually is not an option/fixes only once and problem stays next month. What's this fix?

This is a known issue. 2016 server vanilla does not work with WSUS. Download the latest cumulative update for server 2016, install it manually and reboot and the issue is gone.
reset the service...

From the CMD administrative window:
net stop wuauserv 

Open in new window


Make sure that is stopped and leave the window open
(make sure is stopped)

Rename or delete this folder: C:\Windows\SoftwareDistribution

Start the service again the folder will be re-created
net start wuauserv

thanks, but as stated in my question, i've already done the softwaredistribution fix and that didn't work.

i've tried to manually install multiple cumulative updates, they state they install, but show fail in update history.

i'm using ver 14393, the base Windows Server 2016 Standard download from the MS volume license site. Can someone please state the exact KB/update needed to install to make windows updates work?  that would hopefully resolve my issue. thanks.
Define "manual installation". Downloaded the .msp file, or...?
I downloaded what i thought was the right cumulative update from the microsoft update catalog and installed.
So what build does the command winver indicate now?

Again: 1607 (the "vanilla server 2016") has a problem with wsus. Sometimes it worked, mostly, it didn't.
So it seems you tried as long until it finally worked.

Next time, just install the latest cumulative update, reboot and then wsus will be usable. It's a known bug.
