managed company deployed mobile phone

Hello,

We want to manage company deployed mobile phones.  Basically, we want to manage amount the data on the phones, allowed applications and restrict websites such as YouTube if the phone is not on WiFi.  


We use Office 365.  Our users have E3 or P1 licenses.  Can the phones be managed from the Exchange portal or we need a specific license like Intune for that?

as for conditional access, will IT be able to manage the amount of data being used by the phone if the users is using the non-managed applications such as the Safari browser or Youtube app??  If yes, can this be done in native O365 MDM or we need to get intune?  

Also, is selective wipe available in native O365 MDM?

I am also checking out some videos about setting up O365 MDM and see we could manage device access under Compliance Admin Center>Devices - Please see screenshot.

when I look at my Exchange Admin Center>Mobile, the settings I could select inside when I create a mobile device mailbox policy are a lot less - Please see second screenshot.

I was also looking at the O365 Security & Compliance page but I do not see anything I could configure for mobile devices.  

Please advise again.
