get a mac
The short answer is you CANNOT.

There is no way to virtually control an iOS device from ANY PC whether windows or OSX.  There is no equivalent of REmote Desktop for iOS.

If you want to develop/test software for iOS then the most obvious solution is an iOS Emulator which works on Apple OSX PCs using free development software called XCode.

There is NO emulator for iOS on Windows which would allow you access all the features of an iOS device

All, thank you for your input.
1) You can use Windows iTunes for accessing data like contacts.

2) For full access... Get a Mac (mentioned above) is your best option.
I think you can do this via the teamviewer app, but not sure if the free version still does it..
www.teamviewer.com
Teamviewer never has and DOES NOT allow remote control of an iOS device .. you can see screenshots only and it is pretty limited.

Please read it in more detail.   Teamviewer on iOS allows you to access a windows pc or mac but NOT vice versa
Maybe YOU should read...
Connect to a mobile device in seconds to provide support or share files. Screen sharing for iOS allows you to share the screen of iPhones or iPads to detect problems in real time and provide customized help. Simply download the QuickSupport app from TeamViewer to allow access to your mobile device.
As I said earlier .. all you can see are "screenshots". .. go ahead test it out.

To all the others that joined this thread, thank you for your time. It look like the solution I wanted has not be imagined as yet, or it is still in development. I may have to look to Android then.
