Best way to setup apple ids for organization members

Question about apple ids

We've generally just setup people with their own apple id, but now we are using apple business manager, should I setup these users in apple business manager and give them a new user id? since I cannot re-use their other one? or can apple attach their user id to my business manager account? Do I set them up as staff?

From my understanding of apples business manager, its a simple web-based portal for IT administrators to deploy iOS, macOS, and tvOS devices all from one place. Which means you have control of what software gets installed on the devices. Also, when used with your mobile device management (MDM) solution, you can configure device settings and buy and distribute apps and book. In this case you wouldn't need personal apple ids for your employees since the IT Administrator will have a centralize location to mange what gets installed on the devices.

This is from apples website:
"Managed Apple IDs are created for employees who sign in and manage functions of Apple Business Manager.
These accounts should:

* Be used with Apple Business Manager only

* Not be created for employees other than those who sign in and manage functions of Apple Business Manager

*Not be used for iCloud or any other Apple ID services (such as App Store, iTunes, Apple Music) "

So the answer is No you shouldn't create apple ids in the Business Manager for employees.
