Shared Files on Cloud Storage solution for board members. Board Members of our Our Homeowners Association need access to residential listing in the form of a spreadsheet. Currently this spreadsheet is offline and maintained by our bookkeeper. Not all board members have a Google account therefore they do not have a Gmail account. Google Drive can support shared access through a shared link however anyone with that link would then have access to confidential information. Seems we need cloud storage file/folder sharing that supports any authorized individual's private email address authentication.
Looking for a solution that will provide a single account owner with less than 10 additional shared user accounts and less than 1GB storage. Authentication will allow use of current private email addresses and passwords.

citrix sharefile is one such site. No matter where you put something if someone has shared it someone else using their credentials can access it. or even via email via office 365 encryption.
Likely using a Google Spreadsheet + controlling access to the spreadsheet will be easiest.
I would check and contact AWS/Azure/Dropbox/Google. There are a few different plans to choose from.

David Favor, would we be able to have login authentication for our board members accessing a Google Spreadsheet without a Gmail account? View only access is needed.

Would LastPass be an option or Steve Gibson's new SQRL authentication?
SQRL is still under development. Not many sites support it right now.
No matter how you share the file/files you have to trust the people that you shared it to to keep the url or other sharing information secure . How is a password manager supposed to help here? You could enable 2 factor authentication which is something you know AND something you have.

As always, I appreciate those who respond to questions. Chatting with Dropbox sales provided a clear simple solution. Create a free generic Dropbox account and share a folder out to members of the board. Those who don't already have a free Dropbox account can simply create one using their private email address. Dropbox provides security, authentication, shared file access, and allows existing email addresses. Dropbox also provides a very intuitive File Request feature. And best of all, free at our level of need.
