cannot see the mailbox of user on exchange online - why

Hi Experts,

one user has an O365 account but no more mailbox at Exchange online.
The user is blocked and not anymore in the company.

Why the user has no mailbox at exchnage online anymore ?
Any rules ?

Does the user have a license assigned?

If yes then you should be able to see the mailbox.

No license assigned.

I just see the mailbox in O365.
