Set up a multifunction device or application to send email using Office 365

Trying to resolve an issue with a  program that cannot email some of our users.

I found this:  "How to set up a multifunction device or application to send email using Office 365"
https://docs.microsoft.com/en-us/Exchange/mail-flow-best-practices/how-to-set-up-a-multifunction-device-or-application-to-send-email-using-office-3?redirectSourcePath=%252fen-us%252farticle%252fhow-to-set-up-a-multifunction-device-or-application-to-send-email-using-office-365-69f58e99-c550-4274-ad18-c805d654b4c4

It says to use scenario #2 when "You only need to send messages to recipients in your own organization who have mailboxes in Office 365; you don't need to send email to people outside of your organization."

Is this limitation referring to the application sending the email or to all applications like Outlook?

We do not have any Exchange servers in house.  All email is hosted with Microsoft Exchange Online/Office 365

Thanks,

Any application sending via this method. If you need to send to external recipients, use the other methods detailed in the article.
