android usb debugging is not required for making your Android phone appears in your Windows PC.

You need the USB driver to be installed for your brand of Android phone.

What is the brand of your Android phone?

If it is SAMSUNG, goto the link to download and install the driver before you connect your phone again with the origianl USB cable of your phone.
