PDF editor tool

Hello experts,
I would like to install a pdf tool editor which cover the basic features such as:
Rotate and save.
Annotation & highlights text.
Which tool do you recommend for this?
Budget: no more than 50$

https://www.libreoffice.org - free + works on Windows/OSX/Linux.
Also the Cute PDF. This is another economical approach.

Acrobat DC can be purchased on subscription economically, and is top of class, but still exceeds your budget by a bit.

Thank you very much. I tested pdf architect however there are no shortcuts and I don't understand why if it is not free.
Free Adobe Reader can do what you want, except rotating the pages. You can annotate, highlight, and save.

Free version of PDFFill can do all that and much more, including rotation using it's "PDF Tools", also free. "Pro" version won't show the message to buy it in the end, the cost is $20.

Hello Joe,
Excellent tool! I have just installed paid version and it is an excellent affordable alternative to acrobate. The unique little thing that I don't see is the crucial hotkeys for add a comment, rectangle, rotate. Do you know when can I find documentation on this?

You're very welcome...good call on getting a paid version (at just $43.50 or $54.50 for Plus)...has a lot of features that are missing in the free version.

Scroll down and you'll see an Appendix called Keyboard Shortcuts. If there aren't shortcuts for everything that you want, it has instructions at the bottom of the table showing how to customize keyboard shortcuts. I don't use this feature myself, so can't help you much, but I tested it and it seems to work fine. For example, here's the Customize>Commands screen for Edit, where I scrolled down to the various Rotate commands:

I selected Rotate 90° CW and this dialog came up:

I didn't take it any further than that, but it looks straightforward to fill in the Shortcut section. Regards, Joe
