It can be a lot of things...start with a computer that you Know for sure that works as it should..and its already hooked to a monitor working and displaying correctly
The initial most crucial thing is to check the connection...make sure that the connectors are firmly inserted (wasted 1 hour so last week because the connector was a bit loose)  and if the cable is detachable use one that you know it works..
Check each and every monitor...
If its the monitor then you either go for replacement or repair.
If its the computer/s then you need to check the video output/bios settings/gpu

Test all cables and monitors one by one that you can tell that is not a monitor/cable issue. If that is ok check Windows settings.
Start by checking if your pc detects all the screens. Log in to win7 then proced with this link.
https://support.microsoft.com/en-ae/help/976064/guided-help-dual-monitor-setup-is-easy-in-windows-7

If they are detected then you only need to setup them again with duplicate/extend options. If they are not detected go and check connections.

Good luck :)

I am not sure what is going on with all of our HP screens. All seem to have some issue of only one screen working until we do some update. In one case I do Ctrl +Alt+Del and the login for user and password disappear. With Windows 7 Pro I press Ctrl +Alt+Del and I just see windows desktop login screen but I cannot login.

Any suggestions?
Try with only one Screen connected. Then add them one by one.

now it works with both screen. So the issue is Windows 7 pro OS. I cannot see the login screen...when i press Ctrl +Alt+Del

Any ideas?
Can you give a screenshot of your issue...these sound a bit strange...maybe you have resolution issues ...like the computer was set having a resolution higher than the monitor can handle

Dear John. it works. Many thanks.
You are very welcome and I was pleased to help you
how are the minoitors connected?  I have had display port adapters to vga or dvi just fail without warning.  sometimes the adapters work as primary only.  we replace the adapter and everything works fine again.
Sounds right. Thanks for the update
