Outlook 2010 stuck in some time of "Upgrade in Progress" situation.

Outlook 2010 is not working...I have no accounts and "Send/Receive" is not available.  I'm running on Windows 10 and have 2 identical "workstation-server" setups, one in Florida and one in New Jersey.  I purposely keep everything identical so that when I change my location, I can keep working as if I had never left (famous last words...).  So, I just left Florida with a complete "data file" backup of my 3 data partitions and, once I got to New Jersey I copied everything onto my workstation in NJ.  Everything is working great except for Outlook (which, for business reasons, is probably one of my most important applications).  I copied the PST file from my workstation in Florida to the workstation in NJ.  When I open Outlook, I can see that the calendar is fine, the actual emails are the current ones from Florida, however I can not "Send and Receive" any emails and I don't have any of my email accounts.  What I do have is a strange error message when I select the "File" tab:

I've done enough Google searches to convince me that the messages in the above screen have nothing to do with the problem.  At this point, unfortunately, because of my backup procedures, I don't have the original PST file that was on the New Jersey workstation before I overwrote it with the copy from Florida.  I also found no real answers from anything I read resulting from my searches (other than this appears to be a sporadic problem for Outlook users that occurs for a number of different reasons).  I am able to remotely connect down to my workstation in Florida and get my email from there (that's still working fine, as I would expect), but I really need to resolve this since most of my business depends on email.  Any help or suggestions would be greatly appreciated!

I have seen this last up to a couple hours. Sometimes a reboot will fix it but most times you just have to wait for it to complete. Or you can do an uninstall/reinstall or you could try an office repair.

I've already tried the repair approach (which requires a reboot) and that didn't change anything.  I have a copy of the PST file on the external hard drive I brought up from Florida, so I'll always have that copy.  When I get a chance, I'll try your suggestion and uninstall Office 2010, restart, and re-install Office 2010 to see if that helps.  Thank you.  I probably won't get a chance to do all of that until sometime tomorrow, so please be patient with me (I have a program update I have to complete and get to my client ASAP...).
Robert, appreciate your contribution, but I had already tried that (twice, in fact) and that didn't work for me.  John, your solution worked like a charm....this has turned out to be the least complicated problem/solution I've ever had since being a member of EE, but I really depend on experts like yourself to allow me to concentrate on what I do best (and what's frankly my livelihood), maintaining my software application for my client who never stops coming up with more and more enhancements for me to program.  Thanks to both of you!
