4k monitor options for Windows

Looking for 4k monitor options for Windows to use with Radeon card with 2 displayport.
I'm being told by a retailer that 27" is the smallest option for 4K for Windows.  Is this accurate, and what are some low-price options?
For 4K work is it better off getting a 4K capable laptop?

If you want to know what's available, you're probably best off starting with Newegg - Amazon's search stinks by comparison.

I got mine from a top 5 list (believe it was https://www.officialtop5review.com/4k-resolution-monitors/) and I was not happy with my decision.

Does anyone have specific recommendations of the ones on NewEgg or TechRadar? I don't want to make the same mistake twice.

Specific model recommendations are welcome.

Although price isn't really an issue I'd like to get the best value for the price.
