Unable to export all of the bookmarks from Google Chrome, when someone is signed into gmail. But I can export all the Chrome bookmarks, when I sign out of the gmail account.
What is the root cause of the problem?

I am not sure why but an alternative solution that might be able to bypass this problem is to access the drive on your file explorer directly.
The file path should be something like the one below and you will need to replace {USERNAME} with your own username on your operating system.

C:\Users\{USERNAME}\AppData\Local\Google\Chrome\User Data\Default\Bookmarks

Thank you all. I knew of Noah's method, but for some reason, when I exported the bookmarks via Chrome, only some were exported.

I think the reason why only some were exported is because it only exports the bookmarks for the currently logged-in user for chrome. It does not export all bookmarks for everyone. You might need to switch accounts to export the bookmarks for other users.
