Can Server storage be automatically written over as it reaches capacity?

Is it possible to have data stored on a Windows server and when it starts to fill up it overwrites the oldest data.  e.g. like a DVR.  We are looking into a surveillance system and they want to store the video data on a server.

Or is there a better way to store the data?  It will be streaming over the internet.
