The Highest DC Level windows Server 2003 will support is 2012 R2 (as a client server not a DC), Generally you can only raise a functional forest level to that of the OS, i believe you would need to upgrade to Server 2008 R2.<br />

- add an 2008 r2 server, make it domain controller. <br />
- move FSMO roles to the 2008 R2<br />
- decommission 2003 server<br />
