Raising sbs2003 FF level to 2008
Need functional forest level on SBS 2003 box raised to 2008 so a 2019 DC can be added to a 2003 domain

yes, time error in my text.
- add an 2008 r2 server, make it domain controller.
- move FSMO roles to the 2008 R2
- decommission 2003 server
- change FRS to DFS -> easily done http://www.rebeladmin.com/2015/04/step-by-step-guide-for-upgrading-sysvol-replication-to-dfsr-distributed-file-system-replication/
- raise domain level
- add 2019 Server and make it domain controller
- decommision the 2008 R2

To reiterate - your 2003 SBS server *MUST* be removed from the network before you do this.
The Highest DC Level windows Server 2003 will support is 2012 R2 (as a client server not a DC), Generally you can only raise a functional forest level to that of the OS, i believe you would need to upgrade to Server 2008 R2.
You can raise the Domain functional level to 2008 R2 once all DC's in that domain are 2008 R2.
