Suggested ways to migrate to IaaS incorporating DR/BC

Hi

Looking for some inspiration around DR/BC for our proposed migration to Azure.
Currently have on-premise tin.  Two sites where these reside - one production site and another DR/BC (test/dev) using DFS and veeam to replicate some (not all) data.  Its a true separate standby site.

I foresee a few options:

1.  migrate both to Azure and decommission the DR site.
2.  migrate DR site to azure as PoC site and replicate production here (may add complexity and cost).

What would you guys do here?
