Need private network set permamently

I connect a piece of test hardware to my laptop via the Ethernet port.  The network category for this ethernet connection needs to be private in order for my PC and the hardware to communicate. I need to download software updates at the test equipment boots. The problem is, every time I turn the hardware off/on, Windows automatically resets the network category to public.  The critical problem is that I need to load something onto the hardware while it is booting.  Consequently, I need to power-cycle the hardware, which changes the network to public, and my upload fails.  Is there a way to permanently set the network category for my ethernet connection to be private? I have tried setting a static IP address but that didn't help.

It would be unusual for wired Ethernet to reset to Public.  

I suggest you update or reinstall the Network Card driver.

Then run TCP/IP Reset and see if that helps

Open cmd.exe with Run as Administrator
Then: netsh int ip reset c:\resetlog.txt
Then: ipconfig /flushdns
Then: restart the computer

While perhaps not recommended, there is a way:

start
gpedit.msc
Computer Configuration
   Windows Settings
      Security Settings
          Network List Manager Policies
Network Name / Network Location tab
[set to Private]
or you might try using "User can change location"
Unidentified Networks Properties
   [set to Private]
Network Location
   [set to Private]
All Networks Properties
   Network Location
      [set to User can change location]

Since this is a laptop, you would then be getting Private firewall rules in coffee shops and airports and hotels......   :-(
the best yet simplest way is to add one more LAN adapter on the PC, then use one of the two LAN adapters dedicated for your testing hardware on a permanent private network using static IPs. a cheap USB based LAN adapter can do the job.

Not sure how I am supposed to add a second LAN adapter to this laptop.
Did you try reset suggestions above to see if they work?

You can add a USB LAN adapter but try resetting the current one first.
As bbao said: Add a LAN adapter to the laptop using a USB to Ethernet adapter.  They work well...
Will try the LAN adapter suggestion and see what happens.
