Hex Editor Native to Windows

Is there a Hex Editor built into Windows? (I.e., automatically installed when Windows is installed)

 If so what is it? If not, what standalone safe Hex editor would you recommend? I prefer one that does not need a setup or installer. Just download, click and go.

I did read your post.  I use Ultra Edit for this. I have been using for many years as it is top of class.  The links above will help otherwise.

Actually, I used NotePad++ and like it best but not for hex editing, so I can't comment on its hex capabilities. I'm a fan of the Portable version, in case I need it somewhere else.

you can use any visual studio ide which all have an integrated hex editor. the community versions of visual studio are free to download.
