Could not connect to a specific port on a remote machine

I have a remote machine runs a managed windows service which exposed a WCF on a specific port.

I made sure that the service is listening on the port locally by using "portqueryui.exe" utility from Microsoft.

I used the same utility to test the connection to the remote machine, port. It gives that unknown service is NOT LISTENING.

The remote machine is pingable!
I added firewall rules for the port. I turned off the windows defender with no luck.
