Affinity Photo: How to add and edit ClipArt image to current Affinity document

Attempts to add/edit ClipArt image to current Affinity [1.7.1] document have not been successful. I added a ‘New Layer’ from Layer  menu, then copied ClipArt [CMD-C] from Swift Publisher available Clip Art. Then pasted [CMD-V] on what I thought was new layer.

Following, I was unable to move or edit the ClipArt image from pasted position upper left corner of page,

What I expected [and wanted] to happen was the ability to edit [resize/add text] to the ClipArt ‘Layer’, including relocation of image.

The pasted ClipArt was a clipboard to be used to convey information to the viewer by adding a text box to the Clipboard image.

How do I accomplish this?
