Hello - I have a user who is on Outlook 2016 (connected to Exchange online) and when he replies to an email, the font of the original text of the email shrinks smaller, in spite of the FONT settings under OPTIONS.  what causes the text to shrink?

It sounds like the user must have changed their font zoom levels. One way to check: Open a message and click to reply. Click the Zoom button and see what it is set to. Change it to 100% and click to check to remember my preferences

The above seems most likely to me. In addition, if Windows 10, look in Settings, Ease of Access and consider scaling TEXT up a bit (110% instead of default 100% works very well).
