Cannot Create Billing method for Facebook Ad

I'm trying to create a facebook ad. I think I have everything done, but I cannot set a payment method. You would think that would be the easiest thing since they want money.

When I click Payments in the Business Settings menu, it shows this: "No ad accounts have been connected to this payment method. To connect an ad account to this payment method, please select an ad account and use Ads Manager to change its primary payment method."

Using the Ad's manager, I click Ad's, select the one I want & go to Ad's Manager there is nothing about payment methods. In addition, the Audience section is now gone, I know from struggling with this most of the day that when I figure out how to get that back, everything I put in there will be gone.

Anyone have an idea?
