How do you create email accounts utilizing DNS, without access to a C-panel or hosting company?

I have been asked to setup email for a new company that has outsourced the building of their website.  The website company has not fully configured the new domain of my new company and has asked me if I could go ahead and create the desired email accounts with the DNS method??  I am not a network person and don't have the experience to do this, if it is possible.  Can anyone tell me how you setup new email accounts without using a C-panel or hosting company and by utilizing DNS?  Thank you very much!

email really has nothing to do with DNS other than setting up MX SPF, DKIM, DMARC and PTR records Email accounts do not reside in DNS they exist on the mail server that the mx points to.
Briefly, in order to receive mail you need to configure the MX records for the domain to point to the mail servers that provide your email services.  Once that is in place, you'll create email accounts on those mail servers using the provided administrative interface.  What's the domain name?  We can at least check to see if any MX records are in place and if so, where those mail servers are located.
Exactly.  DNS is required for email communication (e.g. between one server and another), but beyond that email is a completely separate beast.  There is absolutely no way to have or configure an email address with just DNS.

The new domain I am referring to is spoutedboxes.com
The short answer is you need to point your mx records to your email service. If you are hosting your own email, then point to your own mail server. Otherwise, best to use either office365 or GSuite to manage your email. Many hosting companies have some type of email software running on the server but expect a lot of spam with those services.

Do you have your own email server or an email service provider now?
